Doctors are understandably very concerned about Tereshin's physical health and now they've warned him that his arms are at risk of exploding.
Clearly, the 21-year-old is suffering from some form of body dysmorphia (a mental health condition that characterizes itself by the obsessive idea that some aspect of one's own body is severely flawed and warrants exceptional measures to "fix" it), to put himself at risk of this.
In an attempt to stop Tereshin from further mutilating his arms, doctors made him an offer he couldn't refuse: they would insert silicone implants into his legs to give him the muscular shape of his dreams there too, providing that he agreed to stop making his arms bigger.
While this bribery certainly doesn't make logical sense, unable to resist the temptation of altering himself elsewhere, Tereshin agreed.
